USACE Honolulu’s Fort Shafter Project Labor Agreement Survey Due March 18

The U.S. Army Corps of Engineers (USACE) Honolulu District has issued a survey requesting information from the contracting community about the potential use of a project labor agreement (PLA) on a federal contract to build Phase 2 of the Command and Control Facility (C2F) at Fort Shafter in Oahu, Hawaii.

Tell the USACE that government-mandated PLAs reduce competition, increase costs, and impede the economy and efficiency of government contracting.

All responses must be submitted via e-mail to Tristin Suetsugu, at [email protected], and Kent Tamai, at [email protected], no later than Wednesday, March 18, 2015, in response to Solicitation Number W9128A-15-Z-0005.

USACE and other federal agencies have issued more than 250 similar project labor agreement surveys requesting information about the potential use of PLAs on specific construction projects across the country as a result of regulations and federal agency policies stemming from President Obama’s pro-government-mandated PLA Executive Order 13502, which encourages federal agencies to mandate PLAs on a case-by-case basis for federal construction projects exceeding $25 million in total cost.
